Compare The Roles

Quantity Surveyor vs Estimator: Which Does Your Project Need?

A plain comparison of the two construction cost roles, where they overlap, and what Sami Strategy Co. can and cannot do for you.

Complimentary Consultation

Quantity surveyor vs estimator comes down to who the cost professional works for and how far through the project their work runs. A quantity surveyor measures and manages construction cost across the life of a project, usually on the client's side, and produces cost plans and bills of quantities. An estimator prices work that is about to be built, usually for a builder or subcontractor, by taking off quantities from the drawings and applying rates.

The two roles share one core skill: reading a set of drawings and turning it into measured quantities. Many projects use both. A quantity surveyor sets and controls the client's budget while estimators inside each contractor price the tender.

Sami Strategy Co. is a Melbourne estimating and client-side project management consultancy. We prepare take-offs, bills of quantities and priced estimates for developers, homeowners and builders across Victoria. We do not offer quantity surveyor certification or tax depreciation schedules, and this page explains when a certified quantity surveyor is the right call.

The Two Roles

Quantity surveyor vs estimator: what does each role do?

A quantity surveyor is a construction cost professional. The profession takes its name from the bill of quantities, a document measured from the design drawings that lists each item of work with its quantity. From that base a quantity surveyor prepares cost plans at each design stage, advises on procurement, assesses progress claims and variations during construction and settles the final account. The professional body in Australia is the Australian Institute of Quantity Surveyors, whose measurement standard is the Australian and New Zealand Standard Method of Measurement, known as ANZSMM.

An estimator prices work to be built. Most estimators work inside a builder or subcontractor on tenders. They take off quantities from the drawings and specification, apply labour, material, plant and subcontract rates, add preliminaries, overheads and margin, and arrive at the price the business submits. They read the tender conditions and contract closely, because a scope gap becomes a cost once the job is won.

The overlap is the take-off. Both roles measure the same drawings and both can set the result out as a bill of quantities. The difference is what happens next and who the numbers serve. Sami Strategy Co. works on the estimating side of that line and offers the following.

  • Measured take-offs from the full drawing set, with the drawings marked up to show what was counted
  • Bills of quantities, unrated so several builders price one template, or market rated as a reference price
  • Priced estimates for builders and subcontractors preparing tenders
  • A read of the specification, tender conditions and contract documents, with scope gaps and risks listed for you
  • Tender submission and builder liaison through EstimateOne
  • Client-side project management from contract signing through to handover and defects

Who This Is For

Who needs a quantity surveyor in Melbourne, and who needs an estimator?

The answer depends on what you want the numbers to do.

Developers

A development often uses both roles. A quantity surveyor can prepare the feasibility cost plan and any independent cost report a financier requests. Sami prepares the bill of quantities you issue to builders, a market-rated version to test the tenders that come back, and client-side project management through construction.

Homeowners

For a new home or a major renovation, an independent estimate is usually what you need. We measure your drawings and deliver a bill of quantities you can give to each builder to price on the same basis, plus a market-rated version so you know what the work should cost before you sign. A tax depreciation schedule for a rental property is a quantity surveyor's job.

Builders

Builders and head contractors need estimators, whether in-house or outsourced. We take off and price tenders, flag the scope gaps in the tender documents and hand the numbers to your team to finalise. If a client-side quantity surveyor is administering the contract, we help you present progress claims and variations in the form they expect.

How It Works

How do we work out which cost role your project needs?

A short conversation usually settles it before any measuring starts.

1

Tell us about the project

Send a few lines on what you are building, where the design is up to and what you need the numbers for: a budget, a builder comparison, a tender price or a report for a financier.

2

We say which role fits

If the task is a take-off, a bill of quantities, a priced estimate or client-side project management, we scope it and confirm turnaround. If it calls for a certified quantity surveyor, such as a tax depreciation schedule, we tell you plainly so you can engage one.

3

Hand over the documents

You send the current drawings, specification and any contract or tender documents. We check the set is complete and list our assumptions where it is not.

4

Measure, price and mark up

We take off the quantities, mark up the drawings and prepare the bill of quantities or priced estimate in the format you chose. Ad-hoc jobs take 1 to 5 working days, with the current average at 3.

5

Walk through the numbers

We go through the result with you, answer questions and explain how each quantity was reached.

What You Get

What does a construction estimator deliver?

Every engagement produces documents you can hand to a builder, a financier or your own team.

01

Take-off and marked-up drawings

Quantities for each trade, set out so they trace back to a specific drawing and location, with the drawings marked to show what was counted.

02

Bill of quantities

An unrated bill gives several builders one template to price, so their quotes line up item by item. A market-rated bill gives you a reference price to test those quotes against and to set a budget.

03

Scope and risk notes

A short written list of the gaps between the drawings, specification and contract, the discrepancies that need an answer and the items most likely to turn into variations.

04

Client-side project management

For projects that proceed to construction, we review the builder's contract, assess progress claims and variations and sit on your side of the table through to handover and defects.

Scope And Cost

What affects the cost of a building cost consultant?

Whether you engage a quantity surveyor or an estimator, the fee follows the time the work takes. These are the usual drivers.

  • Stage of design, from sketch plans to construction drawings
  • Size and complexity of the building, from a single renovation to a multi-unit development
  • Number of trades and work sections to be measured and priced
  • Whether you need an unrated bill of quantities, a market-rated estimate or both
  • How long cost advice has to run, from a one-off estimate to progress claim reviews through construction
  • Turnaround, including tender deadlines and finance dates

Why Sami Strategy

Why engage Sami Strategy as your estimator?

01

We tell you when you need someone else

Our scope is estimating, tendering, contract administration and client-side project management. When your brief needs a certified quantity surveyor, we say so in the first conversation and you keep your budget for the right professional.

02

Estimates built the way builders price

Our team tenders on EstimateOne for subcontractors and builders, so we price drawings the way the market prices them. A market-rated bill from us is a realistic preview of the quotes you will receive.

03

One team from estimate to handover

For developers and homeowners, the people who measured the drawings can stay on as client-side project managers, checking the builder's progress claims and variations against quantities we already know.

Google review

Working alongside Sandra on our Eden Home project was a genuinely lovely experience from start to finish. What we appreciated most was her ability to spot potential issues early and work through them calmly, with considered solutions. Her organisation and steady, quiet leadership made a real difference.

Questions

Frequently asked questions

Is a quantity surveyor the same as an estimator?

They share the skill of measuring drawings, and the titles are sometimes used loosely for one another. In practice a quantity surveyor works across the whole project cost, usually for the client, while an estimator prices a specific scope of work, usually for a builder or subcontractor.

Do I need a quantity surveyor in Melbourne for a house renovation?

For most renovations an independent estimate is enough. A bill of quantities and a market-rated estimate let you set a budget and compare builders' quotes on the same basis. A quantity surveyor becomes necessary if you need a tax depreciation schedule for an investment property, or if a financier or other party asks for a report from a certified quantity surveyor.

Can an estimator prepare a bill of quantities?

Yes. A bill of quantities is a measured list of work items with units and quantities, and preparing one is core estimating work. Sami Strategy prepares bills of quantities for developers and homeowners either unrated, so builders can price them, or market rated as a reference.

What is a building cost consultant?

Building cost consultant is a general term for anyone who advises on what construction work will cost, and both quantity surveyors and estimators fit under it. Quantity surveying firms often use the term for their client-side cost planning service. On a proposal, check which documents are included and who the consultant acts for.

Does Sami Strategy provide tax depreciation schedules?

No. Tax depreciation schedules for investment properties are prepared by quantity surveyors, and Sami Strategy Co. does not offer quantity surveyor certification. We will tell you when your brief needs a quantity surveyor.

Who is the professional body for quantity surveyors in Australia?

The Australian Institute of Quantity Surveyors, usually shortened to AIQS, is the professional body for quantity surveyors in Australia. It publishes the measurement standard used for bills of quantities, the Australian and New Zealand Standard Method of Measurement, known as ANZSMM.

When does a developer use both a quantity surveyor and a construction estimator?

Larger developments often run both. A quantity surveyor sets the cost plan during design, reports to the financier and assesses the builder's claims during construction. Estimators inside each tendering builder price the drawings, and an estimator on the developer's side, such as Sami, prepares the bill of quantities issued to those builders and a market-rated check on the prices that come back.
